CPI Aerostructures Announces $12.7 Million Purchase Order from Boeing for A-10 Assemblies

EDGEWOOD, N.Y. --- CPI Aerostructures, Inc. (CPI Aero) today announced that it has received its first new business award for 2012, a purchase order valued at $12.7 million from the Boeing Defense, Space & Security unit of The Boeing Company for assemblies for the A-10 aircraft. This represents a follow-on order for CPI Aero's previously announced long-term requirements contract to support Boeing's A-10 Wing Replacement Program (WRP).

The A-10 WRP contract between Boeing and CPI Aero is worth up to approximately $84 million for the production of a variety of structural assemblies for up to 242 enhanced wings. To date, CPI Aero has received firm requirements for 117 ship sets at a value of approximately $47.3 million for the A-10 WRP program.

In addition, CPI Aero announced that new business awards from all customers for the year ended December 31, 2011 was approximately $83.6 million compared to $61.7 million for all of 2010.

CPI Aero is engaged in the contract production of structural and other aircraft parts for leading prime defense contractors, the U.S. Air Force, and other branches of the armed forces. CPI Aero also acts as a subcontractor to prime aircraft manufacturers in the production of commercial aircraft parts. In conjunction with its assembly operations, CPI Aero provides engineering, technical and program management services.

Boeing's Other Delay: New Wings for the Warthog

Boeing Co. (BA) is 10 months behind schedule on a $2 billion contract to build new wings that would extend the life of the U.S. Air Force's ground attack jet, the A-10 Warthog, according to the service.

The Senate Appropriations Committee cited problems and unspent prior funding when it entirely cut the Air Force's $145 million fiscal 2012 request for the program.

The A-10 program has experienced "significant delays and has not delivered a new wing" since the program began procurement in fiscal 2010, the committee wrote in a Sept. 16 report accompanying its fiscal 2012 budget.

Boeing spokesman Forrest Gossett said the company has put in place a "recovery plan" and expects to deliver the first of four new wings before Oct. 31. The fixed-price contract, which covers manufacturing of 242 wing sets and engineering services through 2018, would require Boeing to absorb any cost increases due to delays.

It's too early to tell whether the committee's cut will be sustained through the entire budget process "and what ultimately it will mean for Boeing," Gossett said.

The new wings are needed to extend the life of the A-10 aircraft, some of which have been in use since 1975 after previous modifications. The new wings will keep the A-10s flying until about 2030 at a lower cost than buying new aircraft, according to the Air Force.

The Senate committee cut the Air Force's entire $145 million request because the delays meant little of the $351 million in A-10 wing money appropriated since fiscal 2010 has been spent, according to service figures.

'Below Established Standards'

The committee expressed its concerns "with the poor expenditure performance that is significantly below established standards."

The Air Force plans to request $144 million in fiscal 2013 and $134 million million in 2014.

A pre-production wing set was delivered in March, five months late and led to a 10-month overall delivery delay, Air Force spokeswoman Jennifer Cassidy said in an e-mail statement.

Boeing deficiencies included "challenges properly mating outer and center wing panels, incorrect application of internal fuel tank sealant" and a problem "prohibiting installation" of the main landing gear, she said.

The program is on schedule with a new program baseline and "is expected to meet projected delivery dates," she said. "Boeing has dedicated considerable resources and made significant manufacturing changes and improvements," she said.

'Recovery Plan'

"We experienced issues during the initial manufacturing of the program," Gossett said in an e-mail. The first wing was delivered "with no major deficiencies but there were items to work through as would be expected with any development program."

"Boeing has worked with the Air Force to create a recovery plan and the program is on target to deliver the first of four new wings" before Oct. 31, Gossett said.

The A-10 Warthog introduced in 1975 is known for its tank- busting capabilities and built for steep dive attacks to fire 30mm depleted uranium shells at a 3,000-per-minute rate from its GAU-8/A nose-mounted Gatling Gun.

The Warthog gained fame as a tank buster in the 1991 Persian Gulf War. It has provided consistent ground-attack support since then for U.S. troops in Afghanistan, including a four-hour Oct. 5, 2009, night fight in Herat province where A-10s made strafing runs on Taliban attackers within 30 feet of U.S. troops, according to an Air Force narrative.

The Air Force wants Boeing to replace the fleet's thin wings with thicker ones that will extend aircraft's service life to 16,000 hours.

Boeing Receives US Air Force Contract for A-10 Avionics Modernization

LOUIS, Sept. 6, 2011 -- Boeing [NYSE: BA] today announced it has been awarded a one-year, $2.9 million contract by the U.S. Air Force to develop and validate a modification of the A-10 aircraft's Digital Video Audio Data Recorder (DVADR). The modification will provide a near-term solution to supportability issues with a major subcomponent in the DVADR system.

The contract is a task order under the umbrella of the A-10 Thunderbolt Life-Cycle Program Support (TLPS) contract that is administered by the Air Force A-10 System Program Office. The contract announced today is the sixth A-10 TLPS contract the Air Force has awarded to Boeing.

"This task order allows Boeing to continue to enhance the performance of the A-10 and keep this invaluable asset ready to support the warfighter," said Jerry Dunmire, A-10 program director for Boeing. "The Boeing team is ready to apply its innovation and cost-saving initiatives."

These assemblies will now be included in A-10 wing sections and installation kits being assembled by Boeing's Macon, Georgia facility for future delivery to Hill Air Force Base, Utah. Boeing's contract with the U.S. Air Force (USAF) covers engineering services and manufacturing for 242 replacement wing sets for the USAF's A-10 fleet between 2007 and 2018. Kaman's first shipment is also the first major structures shipment by any Boeing supplier in support of the program.

Boeing Receives A-10 Structural Inspection Contract from US Air Force

ST. LOUIS, Sept. 29, 2010 -- Boeing [NYSE: BA] today announced that it has received a contract from the U.S. Air Force to supply airframe services and support for the A-10 Thunderbolt II aircraft fleet. The A-10 Scheduled Structural Inspection (SSI) 2012 contract covers development tasks and hardware deliveries in support of the Air Force Depot's implementation of A-10 SSI fuselage repairs. The two-year contract is valued at $5.7 million.

Boeing will plan all details of the repairs, including processes, tooling, work instructions, quality assurance, and training materials. Boeing also will repair prototype fuselages before training Air Force personnel and supporting the service's repairs on operational aircraft. All operational repair activity will be performed by the Air Force at current A-10 depots.

"Boeing appreciates the confidence the Air Force has in our ability to continue to ensure that the A-10 Thunderbolt II is viable now and into the future," said Steve Waltman, director of Aircraft Sustainment & Maintenance, a subdivision of Boeing Global Services & Support’s Maintenance, Modifications & Upgrades division.

EDGEWOOD, N.Y., June 9 (UPI) -- U.S. aerospace and defense company Boeing has contracted CPI Aerostructures Inc. to deliver spare aircraft parts to support an A-10 Thunderbolt program.

New York's CPI Aero is working under an approximately $81 million contract with Boeing to support its A-10 Wing Replacement Program with structural assemblies for as many as 242 enhanced wings.

The A-10 is a twin-engine jet aircraft used by the Air Force for close air support operations.

CPI Aero Tuesday announced Boeing's Defense, Space and Security unit awarded the company a new contract to provide A-10 spare main landing gear door assemblies. Officials say the new award is worth more than $967,000.

Dozens of jobs are coming to south Bibb County.

The Boeing Company announced that its plant off Avondale Mill Road will start building replacement wings for the A-10 Thunderbolt II aircraft today.

The Air Force gave Boeing the $2 billion contract that lasts through 2018.

It will create 75 new jobs at the Macon plant, although they've already filled about 30 of those.

The company says it expects to fill the rest quickly.

Workers on the A-10 project say the start of the assembly line will bring changes to their jobs.

Boeing worker Hope Sirman said, "I've never really felt unsecure in my job, but this is definitely a new avenue for Boeing, so a lot of, ... a lot of new technology."

The company says the contract was first awarded in June 2007.

Congressman Jim Marshall says not only will the contract set Boeing up with an in-demand aircraft, he says it's also a chance to prove the quality of Central Georgia's aerospace industry.

"Throughout this area," Marshall says, "aerospace workers are superior to aerospace workers elsewhere in the country. We'll see more business over the years."

The program manager for the A-10's at Hill Air Force Base in Utah, Colonel Howard Davis says quality was the reason they selected Macon's Boeing plant.

"It's a fantastic opportunity for us in the Air Force to have the best capabilities from the industry by having Boeing build the center wing panel for us," says Davis.

Workers with the A-10 program will assemble replacement-wing sets for Hill Air Force Base in Utah. They will build the wings in 3 sections, and provided an installation kit, Air Force employees will install the new wings.

U.S. Rep. Jim Marshall and Bibb County Commissioner Sam Hart were among the local officials who joined Boeing Monday morning to announce the contract.

Marshall and Colonel Howard Davis cut the ribbon at the A-10 production line and installed the first bolts of Boeing's first A-10 wing.

The A-10, nicknamed the Warthog, provides air support for ground troops in Iraq and Afghanistan.

The Boeing Co.'s Macon facility started producing replacement wing sets for the Air Force's A-10 Thunderbolt II on Monday in connection with a $2 billion contract.

The contract is scheduled to last through 2018, according to a Boeing news release.

Spokesman Forrest Gossett said no new jobs are associated with production of the replacement wing sets.

There are more than 350 A-10 Thunderbolts, also known as Warthogs, in the United States' fleet participating in operations in Iraq and Afghanistan.

The twin-engine jet is designed for close air support of ground forces, according to the release.

Boeing will deliver the wing sets to Hill Air Force Base in Utah in four parts. Air Force personnel will use three wing sections built by Boeing and an installation kit to finish installing the wings, according to the release.

The company is scheduled to deliver the first wing set in September. At peak production, the Macon plant is expected to build 50 wing sets a year, according to Boeing.

Southworth completes project

Southworth employees who had a part in the Boeing A-10 project in Manila received a personal thank you Thursday for a job well done.

John Kopp, quality inspector for Boeing, was at Southworth's Manila manufacturing plant as the last of the seven lifts in the Boeing A10 project was being completed.

Southworth is well known for their capabilities of providing special order lifts of all types.

Kerry Pugh, Southworth plant manager, said this was a big project and he was proud of everyone who took part. The lifts will be used in repairing and assembling wings for the Boeing A-10 Thunderbolt airplanes. The Southworth lifts will position workers to assist in the assembling of the wings.

The machine itself weighs 12,200 pounds. It is 8x19' long and lifts workers up to eight feet.

"It is by far one of the largest biggest job we have done," Pugh said. "It has over 2,500 hours work involved at the Manila plant."

New technology was incorporated in the project. The 12,000 pound machine can be moved by one person using the air cushions installed. The air cushions, telescoping hand rails, telescoping ladder, were all new to the workers.

Representatives from Boeing visited the plant in Arkansas and Portland, Maine, (Southworth's headquarters), before the order was approved in June. Southworth had to be qualified as a supplier.

A lot of work went into the project including over 500 individual drawings, over 1,100 engineer design hours, and 375 component drawings. Each lift has 14,071 individual parts, 611 individual part numbers and 125 manufacturing assembly drawings.

The last of the seven machines were shipped on Friday.

Boeing is one of several of Southworth's customers requiring AWS certified welders.

"We are proud of our welders who recently completed the AWS certification," Pugh said. "They had the knowledge and the skill. It was just a matter of going through the process and getting an outside company to test the work of our welders."

Southworth had 10 welders certified including Doug Rose, Jason Winstead, Jason Bressler, David Clapp, Danny Wells, Buddy Pasley, Donald Sammons, Phillip Lindsey, David Cornish, and Dennis Johnson. Johnson also received certification in structural pipe welding.

Pugh and Jim Pry, vice president of operations, expressed their appreciation to the employees.

"We are in the process of getting all of our welders certified," Pugh said.

Boeing Receives A-10 Modernization Contracts From US Air Force

ST. LOUIS, Sept. 24, 2009 -- The Boeing Company [NYSE: BA] announced today that it has received two separate contracts from the U.S. Air Force to support modernization of the service's fleet of 365 A-10 Thunderbolt II aircraft. The contracts, which have a total value of $4.2 million, consist of several tasks ranging in duration from three to 18 months.

The first contract, which will be performed by Boeing and Southwest Research Institute (SwRI), provides engineering services for the A-10 Aircraft Structural Integrity Program (ASIP). The program centers on updating and aligning modern structural analysis tools, processes and standards for the A-10 fleet.

The second contract, which will be performed by Boeing and industry team partners Raytheon Technical Services and BAE Systems Platform Solutions, is for a Trade Study Analysis and Operational Assessment/Proof of Concept for the Upgraded Data Transfer Unit (UDTU). The goal of this contract is to update the aircraft's avionics architecture to improve memory and data capability.

The ASIP and the UDTU contracts are two of many that will be awarded as part of the $1.6 billion A-10 Thunderbolt Life-Cycle Program Support (TLPS) contract. A-10 TLPS is designed to support the sustainment of the A-10 and integration of current and future requirements. In June, Boeing was selected as one of three contractors to fulfill several A-10 TLPS task and delivery orders for the Air Force.

Other A-10 contracts Boeing has received include a services contract that provides the Air Force with on-site engineering support and 3-D models of the A-10 wing, and a contract for fuselage lofting (transfer of a scaled-down plan to full size). The $2 billion A-10 Wing Replacement Program, which Boeing received in June 2007, plans to manufacture up to 242 enhanced wing assemblies. Work remains on schedule as Boeing continues to develop the 3-D models that provide the engineering foundation for production of the new wings. The models allowed the Air Force to quickly resolve wing-crack issues that temporarily grounded the A-10 fleet last year.

The A-10, also known as the Warthog, was introduced into the Air Force inventory in 1976. The twin-engine aircraft provides close-air support of ground forces and employs a wide variety of conventional munitions, including general-purpose bombs. The simple, effective and survivable single-seat aircraft can be used against all ground targets, including tanks and other armored vehicles. The aircraft is supporting warfighters in Afghanistan and Iraq today.
